Croatia among 5 EU countries systematically undermining democracy

Croatia is among the five EU member states that are "systematically and deliberately" undermining the rule of law, warns a leading European civil liberties organization. In its latest report, the Civil Liberties Union for Europe (Liberties) identifies Bulgaria, Croatia, Hungary, Italy and Slovakia as governments actively implementing regressive policies.

The 2026 report, based on evidence from over 40 NGOs in 22 countries, describes these five nations as "dismantlers" actively weakening the foundations of the rule of law.

Slovakia is particularly highlighted, where the populist and pro-Russian government of Robert Fico shows regression in all areas - from the judiciary and anti-corruption efforts to media freedom. In Hungary, Viktor Orban's 16-year rule could end after the April 12 elections.

Only Latvia received the status of a country actively improving standards. Belgium, Denmark, France, Germany and Sweden are also showing decline. Poland faces presidential vetoes hindering the restoration of judicial independence.

Of 100 European Commission recommendations, 61 showed no progress, while conditions worsened in 13. Attacks on journalists are increasing in Bulgaria, Croatia, Italy and especially Slovakia.
