Hungary and Russia struck secret 12-point plan to strengthen cooperation

New documents reveal a twelve-point agreement between Hungary and Russia, designed to strengthen bilateral cooperation across multiple sectors, Politico reported citing Russian government materials.

Hungarian Foreign Minister Peter Szijjarto and Russian Health Minister Mikhail Murashko signed the plan following a meeting in Moscow in December 2025, at the 16th session of the Russian-Hungarian intergovernmental commission for economic cooperation.

The agreement covers the following areas: restoring bilateral trade reduced by EU sanctions, expanding Russian business activities in Hungarian electricity and hydrogen projects, strengthened cooperation in oil, gas and nuclear fuel, increased Russian language instruction with import of teachers from Russia, and programs for cultural and sports exchange.

When asked about the documents, Szijjarto responded: \"Hungary in bilateral cooperation is guided by the national interest, not by pressure to submit to extremely biased liberal media.\"

Prime Minister Viktor Orban faces the toughest electoral test in his sixteen-year tenure this week, with his Fidesz party trailing the opposition center-right Tisza party in polls.
