The EU summit ended without results after 12 hours of negotiations. Orban blocked the 90 billion euro loan for Ukraine, linking it to the Druzhba pipeline.

German Chancellor Merz called it "serious disloyalty." EU Council President Costa stated: "Nobody can blackmail the European Council."

Zelensky refused pipeline repair. Asset freeze sanctions against Hungary are being considered.
