State Audit Uncovers Serious Irregularities at Ministry for Inter-Community Relations — 30 Laptops Missing

The State Audit Office (DZR) published its audit findings for the Ministry of Inter-Community Relations covering 2024. The findings reveal serious irregularities in management, finances, and public procurement, and the auditors issued an adverse opinion on the accuracy of the ministry's financial statements.

Among the most alarming findings is the disappearance of assets — 30 laptops were not found during the annual inventory, and core assets worth 25,360 euros (1.56 million denars) are entirely unaccounted for. In addition, 7 motor vehicles have no established accountability documentation.

Particularly concerning is the manner of salary payments: for 150 employees — or 61% of those paid under the K5 sub-programme — salaries were paid without proof of attendance and without confirmation of full work engagement, despite the existence of an electronic evidence system.

In the area of public procurement, the Ministry spent 516,000 denars on fuel for vehicles that do not belong to it. Bids with suspicious prices — including one offering services at 0.01 denars per working hour — were neither analysed nor monitored.

A total of 320,900 euros were distributed to 33 civil society organisations and foundations, but 17 organisations or 51% must return the funds due to insufficient evidence that the money was spent purposefully. Some documents were provided only in Albanian without a certified Macedonian translation.

The DZR also noted administrative failures: the building lacks fire and theft protection, no internal audit function has been established, and responsibilities are not clearly delineated among employees.
