European Union Enlargement Commissioner Marta Kos told the European Parliament that countries that would undermine EU values or institutions will not be able to become members. "There will be no Trojan horses. Countries that would undermine us from within cannot become EU members," she stated.

Kos emphasized that candidate countries must be "strong and resilient democracies, capable of withstanding toxic Russian influence and other external pressures." She warned that a leading position in the accession process does not guarantee a special status, specifically referring to Montenegro, Albania, Ukraine and Moldova.

The enlargement strategy highlights the principles of the rule of law, media freedom, human rights, minority protection and gender equality. Kos warned against shortcuts in European integration.

The strategy, authored by MEP Petras Auštrevičius, calls for maintaining momentum in the enlargement process while removing internal obstacles in the EU Council.
