Ukrainian armed forces struck the "Silicon El" microelectronics factory in the Russian city of Bryansk on March 10. According to Russian authorities, at least seven civilians were killed and 42 were wounded. Moscow characterized the incident as terrorism.

Kremlin spokesman Dmitry Peskov stated that "the launch of the missiles was not possible without British specialists," alluding to direct Western involvement in the conflict. "Such barbaric actions by the Kyiv regime" justify Russian military operations, he added.

The Russian Ministry of Foreign Affairs accused London and other Western capitals of undermining peace negotiations. Officials claim that Western military support, including Storm Shadow missiles, is directly escalating tension.

Ukraine's leadership subsequently announced that it will continue strikes on Russian military and industrial facilities, further straining relations between Moscow and the West.
