Interior ministry employee used her own login to "add" driving licence categories for over a year: one man with such a licence crossed the border

A junior travel documents adviser at the administrative affairs department in Skopje used her own login in Macedonia's interior ministry electronic system to add driving licence categories for people who had no right to them. She then approved the applications herself, and the licences came out with categories nobody had earned under the law.

That is the suspicion set out in the criminal complaint filed by the ministry's Internal Control, Criminal Investigations and Professional Standards unit with the Basic Public Prosecutor's Office in Skopje. Six people have been charged: the employee, T.S., with four counts of "forgery of a document", and B.A., S.N., J.A., M.A. and F.A. with six such counts as co-perpetrators and one count of "use of a document with false content".

According to the ministry, the scheme ran from the beginning of 2025 until 24 August 2026. Four men received categories for which they didn't meet the conditions. They knew it, and applied anyway. B.A. is suspected of acting as the middleman: in agreement with the employee, he arranged the issuing of licences for two of them.

The most concrete detail is also the most worrying. One of the accused, with an illegally added category "A" licence, rode a motorcycle across the state border. A document that looks perfectly legal, issued by the state itself, while the driver behind it never met the conditions for that category.

T.S. has already been suspended following an earlier complaint, and internal control will also seek disciplinary proceedings. It's good that internal control uncovered the scheme in the end. But the questions remain. How can one login both add categories and approve them, with no second pair of eyes? And how many other licences with added categories are out there on the roads that nobody has counted yet?
