State Audit Office Uncovers Serious Irregularities at Ministry of Interethnic Relations - 30 Laptops Missing

The State Audit Office (SAO) published its audit reports for the Ministry of Interethnic Relations for 2024. The findings reveal serious irregularities in management, finances, and public procurement, with auditors issuing an adverse opinion on the accuracy of the institution's financial statements.

Among the most alarming findings is the disappearance of assets - 30 laptops were not found during the annual inventory, and fixed assets worth 25,360 euros (1.56 million denars) are completely missing. Additionally, no accounting records exist for 7 motor vehicles.

Particularly concerning is the salary payment system: for 150 employees - or 61 percent of those paid under Sub-program K5 - salaries were paid without proof of attendance and without confirmation of full work engagement, despite an electronic tracking system being in place.

In public procurement, the Ministry spent 516,000 denars on fuel for vehicles it does not own. Bids with suspicious prices - including a service offer at 0.01 denar per work hour - were neither analyzed nor controlled.

Some 320,900 euros were distributed to 33 civil associations and foundations, but 17 organizations or 51 percent must return the funds due to lack of evidence that the money was spent for its intended purpose. Some documents were submitted only in Albanian without the required translation into Macedonian.

The SAO also flagged administrative failures: the building has no fire and theft insurance, no internal audit function has been established, and responsibilities are not clearly delineated among employees.
