Volodymyr Zelensky came to the Balkans looking for ammunition, and left behind diplomatic damage that will take far longer to clean up than the visit lasted.

In Belgrade, at his first meeting with Aleksandar Vučić, the Ukrainian president said Ukraine would not recognise Kosovo's independence. The reaction from Pristina was fast and symbolic: the large blue-and-yellow banner reading „Free Ukraine”, up since 2022, was taken down from a main thoroughfare. Mayor Përparim Rama said he sympathises with „peoples facing war, violence and persecution”, but added that respect has to be mutual.

Why a Ukrainian president gets into this at all

The answer, as usual, is not in principles but in logistics. Serbia still produces significant quantities of Soviet-calibre ammunition - precisely what Kyiv cannot source from its Western allies, who work to NATO standards. The Ukrainian army still relies on heavy Soviet-era howitzers and tanks, crucial for operations in Donbas. Despite the loud pro-Russian rhetoric, Vučić is evidently letting that ammunition move discreetly towards Kyiv.

Florian Bieber, director of the Centre for Southeast European Studies at the University of Graz, put it without wrapping: Ukraine is in a position where it can concern itself with nothing but the most urgent needs, and Vučić matters to it right now.

So - crates of shells are being traded for a position on a neighbour's status. Did anyone in Pristina or Belgrade genuinely think that arithmetic would go unread?

A river as an argument

After the visit, Vučić threatened to physically divert the course of the Ibar river, in response to the demolition of Serbian-owned houses near the Kosovo reservoir. If that happens, it would dry up the lake that supplies water to most of Kosovo and cools its largest power plant.

Serbian foreign minister Marko Đurić and Albanian prime minister Edi Rama continued the argument publicly, on social media - Rama accusing Serbia of living in a „political bubble” and of having lost Kosovo long ago.

The precedent everyone uses when it suits them

Kosovo declared independence in 2008, recognised by over 100 states, among them the US, Britain and 22 of the 27 EU members. Its application for Union membership was submitted in December 2022.

That is exactly the nerve Zelensky touched. Vladimir Putin has spent years using Kosovo's status to justify the 2008 invasion of Georgia and the 2014 annexation of Crimea. Kosovo's foreign minister Glauk Konjufca said he received Zelensky's positions with regret, since such rhetoric coincides with Russian attempts to invoke Kosovo as a precedent.

Advocates of Kosovo's independence have for years presented it as a unique case, not a model. But EU members such as Spain and Cyprus, which have separatist movements of their own, refuse to recognise it and dispute the circumstances of the separation. Bieber closes the circle: depending on which side of the dispute you stand, you will have a different opinion on what Kosovo's independence means for other territorial disputes in the world.

For Vučić the arithmetic is simpler. The warming with Zelensky comes at a moment when Brussels is criticising him over violence against anti-government protests and warning of an erosion of democratic standards. Symbolically closer ties with Kyiv are a cheap way to blunt that criticism ahead of possible domestic elections. On the Balkans that is nothing new - the only new thing is that this time the prop is the Ukrainian president.
