Half His Welfare Money Just to Keep It: Prilep Official Took 18,000 Denars in Bribes

Six thousand denars a month. That is what a senior clerk at the Employment Centre counter in Prilep demanded from a man who lives on guaranteed minimum assistance. Exactly half of what the state gives him to survive on. The Basic Public Prosecutor's Office in Prilep has opened an investigation for taking bribes and has already requested custody.

The mechanism is so simple it hurts. On 23 April the victim and his wife, both welfare recipients, received a text message from the Employment Agency telling them to report for job training. The clerk told him that if he refused the training, he would lose his benefit. And then he offered him the way out - half the money, every month, in his office.

The offer did not stop there. The suspect also promised to register the man's wife in the Agency's electronic system as an active jobseeker, even though she had no control card and had never submitted one. In other words, the official was threatening him with the system and selling him a way around that same system at the same time. This is not one man slipping. This is a public counter running on a private tariff.

The victim paid. First he brought 4,000, then another 2,000, then kept paying monthly. Between 23 April and 24 July it added up to 18,000 denars. For a family living on guaranteed minimum assistance, that is not an expense you postpone until next month. That is money pulled out of a pocket that was already empty.

It ended at the final handover of 6,000 denars. Police found and seized the marked banknotes on the suspect and he was detained on the spot. Prosecutors are charging him with taking bribes under Article 357 of the Criminal Code and, given the gravity of the offence, have asked the Basic Court in Prilep for custody.

Which leaves the question no press release asks. Three months went by while a man carried cash to a counter inside a state institution. Who noticed anything in those three months? Does internal control at the Employment Agency exist as a function at all, or does it exist only as a box on an organisational chart? This case surfaced because the victim reported it, not because the system cleaned itself.

One more thing. This official's target was not random. He did not shake down a company that wanted its paperwork moved faster. He shook down a man whose benefit is his only income and who has nowhere to complain without risking everything. That is the choice of the safest possible victim - the one least able to fight back. If custody is granted, that is a start. Whether this is an isolated case or a pattern is something we will only learn when someone asks to check the other counters too.
