Free Uniforms for First-Year Students in Skopje: the Measure Makes Sense, the Delivery Is Unknown

Skopje Mayor Orce Gjorgjievski announced that every pupil enrolling in the first year of the city's secondary schools will receive free uniforms. The rationale is social: to reduce the differences between children and the pressure around who wears more expensive clothes.

„Schools should be places where young people compete in knowledge, effort and success, not in who wears more expensive clothes or whose parents have greater financial power,” Gjorgjievski said, arguing that social differences often lead to division, discrimination and bullying.

The idea is good. The questions are specific

The measure is logical and is applied in many education systems. But an announcement is not delivery, and delivery here carries questions that still have no answers: when will the uniforms be handed out, who chooses the design, does it cover every secondary school in the city, what does the programme cost, how will procurement be run, and how many uniforms does one pupil actually get?

These are not trivia. If the uniform is poor quality, uncomfortable or impractical, the measure quickly becomes another formality - and children will wear it only as much as they must. One item of clothing per pupil, in a country where PE is taught in all weather, is a different proposition from two or three.

Parents are split

Some parents welcome the measure as a step towards greater equality - finally taking the branded-clothing pressure off children. Others think the problems in schools run deeper, and that the priority should have been better learning conditions, modern equipment and more attention to safety.

„Let them study, not measure each other by trainers and T-shirts,” some comment. Others ask whether uniforms will really affect bullying, or motivation to learn.

What the uniform does not cover

The City of Skopje says the goal is equal conditions for all pupils and a lighter financial load for families, and that the measure is part of a broader package for a more inclusive school environment.

The financial burden is real and easing it is welcome. But bullying does not operate through clothing alone - it finds new markers: the phone, the trainers, where you go on holiday, what you have at home. The uniform removes the most obvious difference from view. Whether it removes the difference itself will be visible after the first school year, not at a press conference.
