Zelensky has admitted a 27 billion dollar shortfall: the money for autumn was spent in the spring

Volodymyr Zelensky has published a figure nobody in Kyiv had stated so directly before: a shortfall of 27 billion dollars in the Defence Ministry's budget. It is not an analysts' estimate, it is not Russian propaganda - it is the Ukrainian president's own admission, and that is exactly why it carries weight.

The explanation is more interesting than the figure itself. "We currently have a deficit of 27 billion dollars in the defence ministry's budget. At the start of the year, decisions were taken at the ministry to use the funds from the second half in the first half, which went into drone production and other needs," Zelensky said. In other words: the money meant for autumn was spent in the spring.

What that money went on

On the campaign to isolate Crimea. Since the beginning of July more than 100 energy facilities and substations have been hit, with supply routes and maritime traffic also targeted. The logic is clear: cut the peninsula off from everything that sustains it. The logic is also expensive, because an operation like that is not run on stockpiles - it is run on uninterrupted drone production, every day, with no pause.

Former Russian official Alfred Koch drew attention to exactly that - the intensity holds only as long as the production line does not stop. To begin operations in 2027, on those calculations, roughly 8 to 10 billion dollars is needed immediately.

Where the European promises stopped

Koch also noted that European countries have not increased their funding above what was originally agreed. That is the sentence worth underlining. Not that they refused - they simply stayed on the earlier figure, while the cost of the war went far higher.

The real test, according to the same analysis, comes in September and October, when the shortage of funds becomes visible. That is a matter of weeks, not of some distant year.

When a state spends ahead of time to hold its advantage on the ground, it is in effect betting that the support will arrive in time. Zelensky has admitted that bet publicly. The question now is not whether Ukraine can fight, but how long it can afford to.
