The story runs for less than three days and has a complete arc. On Sunday the mayor of Butel municipality, Darko Kostovski, announced that in Skopje North a citizen had seized state property, put up an illegal structure and cut down a municipal street light pole. He announced swift removal action and criminal charges.

On Monday morning municipal inspectors found that everything had been restored to its original state. The illegal structure had been dismantled by the man who built it, over the weekend, with no excavator and no demolition headline in the news.

"Whether reason prevailed or fear of facing the law, it does not matter at all. What matters is that there is no seizure and state property is not damaged," Kostovski said, adding that state property must not be seized or damaged and that the law applies to everyone.

What this proves

The mechanism worked. Not the court, not the inspectorate after the fifth complaint - but a public announcement that something would be torn down on Monday. That was enough.

What does that mean for all the other illegal structures standing untouched across Skopje's municipalities for years? That it would have been enough there too, only nobody said it out loud and with a date. The instrument exists, it works, and it is free. The question of why it is not used more often has no technical answer.

Kostovski stressed that local sheriffs will not be allowed to sell force that is, at bottom, a blatant breach of the law. The wording is accurate and describes something everyone recognises - a man who cuts down a street lamp to put a canopy in front of his shop was not acting in secret. He was acting in the certainty that nobody would stop him.

That certainty is not built overnight. It is built every time some earlier seizure ended without consequence. This time it ended with a self-demolition over a weekend - and that is exactly why it is worth noting which sentence produced it.
