Stevco Jakimovski is still not out of prison, and a new criminal complaint is already waiting for him. The Criminal Police Department at the Interior Ministry, through its Economic Crime and Corruption Sector and in cooperation with the Skopje police, has filed a complaint with the Skopje Basic Public Prosecutor's Office against the former mayor of Karpos for negligent conduct in office, under Article 353-c of the Criminal Code.

Two municipal officials from the Urban Planning Sector of the Karpos Municipality were named alongside him. The head of the sector is charged with four counts of abuse of official position, her colleague with two. That is where the story stops being about one name and becomes a story about one system.

The plan was annulled back in 2018

According to the complaint, the officials issued an extract from a detailed urban plan that the Constitutional Court had struck down by a 2018 ruling. Which means the document the investor was leaning on had no legal force - for seven years. And this was neither a secret nor a misunderstanding: according to the police, the mayor himself had previously issued instructions not to issue extracts, building permits or similar documents for plans annulled by the Constitutional Court.

The application, meanwhile, had been rejected twice before. So somebody had already said "no". Then somebody said "yes". Who changed their mind, and why - that is the question no police complaint answers on its own.

13 million denars for a building that was never supposed to exist

The second finding in the complaint is even more concrete. The investors submitted a basic design drawn up in violation of the urban plan in force. Instead of the file being returned for revision, on 29 October 2025 they were issued a building permit - thereby, as the complaint puts it, unlawfully acquiring the right to construct a building worth 13,021,914 denars.

There is a third part. An application for a canopy which, according to the documentation, was not a canopy serving an existing building at all, but a separate structure placed on land zoned D1 - park and landscaped greenery. In other words, in public space, on a boulevard frontage. The documentation was incomplete, the land development fee was neither calculated nor collected, and a removal order had already been issued for the same structure in 2024. Despite all of that, a construction permit was issued on 30 July 2025.

Who is counting the cost?

Jakimovski is currently not at liberty, nor has he formally left prison - he is receiving hospital treatment while the Supreme Court has yet to deliver its rulings to the competent courts. The new complaint lands precisely in that gap, which plenty of people will read as timing. But look at the dates in the complaint itself and they tell a different story: the permits are from July and October 2025. So nearly a year passed before anyone sat down and documented this.

D1 park greenery is not an abstraction. It is the place where the children of a neighbourhood are supposed to have somewhere to go. When a municipal counter stamps a building permit onto that, no criminal complaint brings the trees back.

The complaint has been filed. The ball is now with the Prosecutor's Office - the same office whose speed in other cases tends to be a story of its own.
