Three institutions ended up in the same position this week, and in none of them was the problem a signature. A company from Delčevo says it kept getting surprise inspections until the demand for a hundred thousand euros arrived, and 50,000 in marked notes were found in the Inspectorate director's car. At Customs, a deputy director was caught with 17,500 marked euros for intervening in two cases - not to sign anything, but to apply pressure.
The third case shows best why this isn't a run of isolated incidents. At the Interior Ministry, categories C and D were being added when a replacement licence was issued, to people who had never sat an exam. Some of them were driving buses. Police raided their own offices at 32 locations, and the scheme had been running for six years, with 27 criminal complaints and seven people on the run.
What links them isn't that somebody took money. That happens everywhere. What links them is that in all three cases the oversight machinery worked flawlessly - just pointed the wrong way. The mechanism didn't fail; it was repurposed.
The government says the 35th independence anniversary celebration cost citizens nothing from the Budget. Technically, that may even be true. The State Lottery paid - the same state company that simultaneously appears as the injured party in an indictment over 9.7 million euros in damages.
The chronology is more interesting than the sum. The Lottery is tasked on 28 April, two days later a tender goes out with a five-day deadline, one bidder turns up. The contract is worth 4.8 million euros, and the man who assessed the sole bid later shows up as the author of the concert's arrangements. When a journalist asked the organiser what the contract was worth, the answer was a question, not a figure.
The prime minister pointed citizens to the Open Finances portal. The payments still aren't visible there. "It cost nothing from the Budget" is a sentence that is true and empty in equal measure - it doesn't say nothing was paid, only out of whose pocket.
In the same week institutions were caught selling access, the judiciary showed how slowly it moves when something needs finishing. The Supreme Court quashed the Laskarci verdict over procedural flaws - seven and a half years after the crash that killed 16 people, the case goes back to first instance and those convicted walk out of prison. The families will hear all of it again from the beginning.
In Kočani, the main defendant over the "Puls" fire walked out of detention because the deadline expired, a year and a half after the tragedy, with nobody yet convicted. "Our children have no deadline, justice must not expire," the parents said.
And when somebody decides to turn up on their own, it looks like this: the main defendant in the State Lottery case surrendered at Blace after 19 months on the run, at the same border crossing and the same early hour as Grubi before him. The Interior Ministry again did not explain where he had been hiding. Deadlines run for everyone, just not at the same speed.
Fires this year are no longer an emergency. Thirty-four in 24 hours, in September, when the season is supposed to be winding down. Skopje spent two evenings with the windows shut because of smoke from an illegal dump near Stenkovec.
One detail says more than the number. At "Jasen", all three firefighting aircraft the state owns were scrambled. When a single fire line ties up the entire air fleet, that doesn't tell you how big the fire is - it tells you how small the fleet is.
In Šuto Orizari, more than 20 shops burned down in one night. That the fire was set was shown by security camera footage: men arrived on scooters, lit it and left in fifty seconds. The evidence came from a private camera, not an institution - the same pattern as the waste dumped into the Radika, where the footage was published by a fishing association.
The best news of the week was nothing new. The Kumanovo-Skopje train at 87 denars runs on a line decades old, at a price that also isn't new. All that was missing was a decision. A monthly pass at 1,850 denars works out at under 90 denars a day, both directions, between the country's two biggest cities.
The same logic applies in Skopje. The city train covers the route in 28 minutes, but reaching the Dračevo station takes half an hour on foot, and the proposal for an integrated ticket valid on buses too was voted down in the City Council in July. The infrastructure exists; the link between it and the passenger doesn't.
For the road towards Blace there is a route, a presentation and agreement that it's needed. No date, no deadline, no published value. That's a third name for the same thing we've been watching all week.
If anything holds this week together, it's the timing. The office charged upfront, the bill was paid from the side, and the decision waited. When an institution wants something from a citizen, deadlines are short and precise. When a citizen wants something from an institution, the deadline is the first thing to expire.
