Volodymyr Zelensky announced that Ukraine has received confirmation from the United Kingdom to begin producing long-range SCALP missiles. France, in his words, has also lifted its restrictions and issued licences.
The statement came at a press conference in Kyiv, alongside Estonian president Alar Karis. "We have received confirmation from the United Kingdom regarding the production of long-range SCALP missiles," Zelensky said. London announced that defence company MBDA may share confidential data on British components with Ukraine, which means assembly lines on Ukrainian soil.
What SCALP actually is
SCALP is the French name for the cruise missile the British call Storm Shadow. A Franco-British weapon with a range of over 250 kilometres. Until now Ukraine received them finished, in limited numbers and with political conditions attached to every delivery. If the production moves, it is the arithmetic that changes, not just the stockpile.
The Kremlin responded immediately. Spokesperson Dmitry Peskov described the British sharing of technical data as "pouring fuel on the fire". A formulation we hear so often it no longer means anything specific, other than that the move stings.
The numbers holding up the war
Behind every announcement stands a bill. Zelensky expects a 7 to 10 day timeline for project FREYJA, an integrated European-Ukrainian air defence system involving ten countries. Norway has confirmed 9 billion dollars in financial support for 2027. But Ukraine has a 27 billion dollar hole in its defence budget and needs around 10 billion to secure weapons through to the start of 2027.
So: production is unblocked, and the money is not there. Both sentences describe the same war from two sides. Weapons without a budget are a factory without a shift.
What is worth noting is the shift in the West's logic. First they would not give missiles. Then they gave them, but with restrictions on where they could be fired. Now they are handing over the designs. Every step was declared impossible until it happened. How many times does that cycle have to repeat before someone names it a strategy rather than a reaction?
