In a single statement, Skopje police announced they had cleared two cases. Both happened on 7 August. Both ended in grievous bodily harm. One carries 30 days of detention. The other - eight.
The first is attempted murder. After an argument, D.V., 37, attacked A.K., 38, from Skopje with a knife and inflicted serious injuries, confirmed at the St. Naum Ohridski clinic. The attack was at 21:10. By 21:35 the victim was already in hospital and the suspect in handcuffs. Twenty-five minutes. The knife was found. The charge is attempted murder under Article 123 in connection with Article 19 of the Criminal Code. The pre-trial judge ordered 30 days' detention.
As police work goes, that is a textbook example. Nothing to fault.
The second case is the one that leaves questions
S.R., 57, is suspected of repeatedly physically assaulting his wife, 47, his two daughters and his son. The most recent time was 7 August, at the family home in the Skopje area, when he attacked his wife and one daughter with a blunt object. He inflicted grievous bodily harm on his wife and bodily harm on his daughter.
He was detained the next morning, at 09:40. Charges were filed under fast-track procedure for grievous bodily harm under Article 131 and bodily harm under Article 130. The pre-trial judge ordered eight days' detention.
Eight days. For a man the police themselves describe in the statement as having done this „repeatedly” - and to four people in one household, children among them.
„Repeatedly” is an admission nobody reads as one
That phrase is not stylistic. It means this was not the first time. It means there is a history. And here is the question no statement answers: what happened on all those earlier occasions? Were there reports? Were there interventions? Did anyone tell the family they could report it, and what happened to them afterwards?
The gap between 30 and 8 days is formally the gap between two articles of the Criminal Code - attempted murder versus grievous bodily harm. Legally it is explicable. But for the woman who will look at a calendar tomorrow and count eight days, legal logic is an abstraction. He gets out. She stays in the same house.
The police cleared both cases quickly and well. The question is not for them. The question is for a system that hears „repeatedly” and answers with a measure lasting less than two weeks.
