Montenegro has decided to introduce visas for Russian citizens from 1 November 2026. The reaction from the Russian embassy in Podgorica was not diplomatically rounded off - it was an invoice sent in advance.
The statement says the visa regime is further proof of the utter dependence of Podgorica's foreign policy course on the influence of foreign sponsors whose priorities do not include Montenegro's interests. Translated from diplomatic into plain language: you are not the one deciding, but you are the one who will pay.
And here the numbers are more interesting than the rhetoric. According to the embassy, Russian tourists accounted for 16.4 percent of all overnight stays in Montenegro last year, and tourism brings in around 30 percent of the country's gross domestic product. That is not a budget line hidden in a footnote - it is nearly a third of the economy, with almost every sixth overnight stay coming from a single market.
The embassy also warned that Russian capital investment in important Montenegrin projects would be negatively affected, and expressed doubt that Montenegro's citizens support the measure. That last part is a classic move - when you cannot dispute the decision, dispute the mandate of whoever made it.
Moscow said it remains open to resolving the visa question, even with countries that are candidates for European Union membership, but that there is not enough interest on the Montenegrin side. The statement ended by saying Russia reserves the right to respond appropriately to these hostile steps.
There is a second half of the story the embassy did not mention. Montenegro is an EU candidate and the most advanced in negotiations in the region, and aligning with the Union's visa policy is part of that path. In other words, this is not a whim - it is the price of the ticket for a seat the whole region has been asking for over years.
And that is the whole point for those of us watching from the side. Every step towards Brussels comes with its own price list, and it is never paid by the person who promises it - it is paid by the hotelier in Budva in November. The question is not whether Montenegro made a mistake, but how long a small economy can buy geopolitical consistency with its own season.
