Croatian economist arrested in the US: the regulator flagged him back home, the criminal complaint came from New York

One line said the fund had returned 38.44 percent in 2024. The actual brokerage statement said 16.39. The difference between those two numbers is now the subject of a criminal complaint before the federal prosecutor for the Southern District of New York.

Croatian economist Vuk Vukovic, founder of Oraclum Capital LLC and chief executive and investment officer of the ORCA BASON fund, has been arrested in the US. The charges are securities fraud and wire fraud. Each carries a maximum sentence of 20 years in prison. He is 38.

What the complaint says

According to the indictment, from at least 2024 onwards Vukovic raised money from investors by presenting the fund's returns as higher than they actually were. He sent false monthly reports and forged brokerage statements. During a search in September he admitted to the FBI that the brokerage statements were not accurate - but denied sending them himself.

Charges are charges. Vukovic is presumed innocent until proven guilty in court. In this story that sentence is more than a legal formality, because the whole case turns on who proves numbers, and how.

The signal was given at home - and went nowhere

The most interesting part of the timeline is what did not happen earlier. Croatia's financial services supervisory agency, Hanfa, had already identified irregularities relating to the fund's distribution in Croatia. Vukovic rejected the accusations at the time and maintained the investment structure was entirely legal. After that - nothing.

So the regulator saw it, the regulator wrote it down, and the story stopped there. It took crossing a border, entering a jurisdiction with the FBI and a federal prosecutor, for the same findings to end up as a criminal case carrying a twenty-year threat.

This is not a story about how strict American courts are. It is a story about what it costs when domestic supervision does half the job. The region knows this pattern by heart: the report gets written, filed, archived - and nobody asks what happened next. The question for our regulators is simple: how many similar files are sitting somewhere right now, fully written, waiting for somebody else to open them?
