Fifteen open fires by 6pm, twenty-three across the full day and night. That is not a figure from some catastrophic year - it is an ordinary Tuesday in August. In the list of fires put out, the word "landfill" repeats like a refrain: Delcevo, Novo Selo, Kriva Palanka, Aracinovo. The official explanation never changes - high temperatures and dried-out vegetation. That much is true. But dried vegetation does not set itself alight, and a rubbish dump catching fire for the fourth time in one week is not a weather event.
Same problem, worse location. An illegal landfill at Rasce, the spring a quarter of Macedonia drinks from. The city says the dump is not on its territory and that it has been there for thirty years. Both claims are true - and that is precisely the problem. When everyone is right about why something is not their job, the job stays undone.
The heaviest story of the day arrives dressed as an administrative dispute. Interior Ministry staff have lost their health insurance, and some of them were turned away from chemotherapy and from diagnostic procedures. The Fund says the contributions were not paid. The Ministry says they were, with the July salary. The two institutions cannot even agree on whether the money exists, and standing between those two claims is a man holding a referral for cancer treatment. The same thing happened at the end of June, for the same reason - an officer reinstated by court order. The mechanism is known. The fix was never introduced.
The Constitutional Court raises the alarm, the Judicial Council calls for restraint, and the journalist's case sits exactly where it was. When two institutions trade press releases about who is allowed to comment on what, the clock runs only for the person waiting on a decision.
Centar Municipality is running a public survey on the draft plan at Barutana - around twenty residential buildings and the clearing of 9,000 square metres of forest. A councillor who voted against warns that the gross developed area climbs to 29,000 square metres against the 6,500 approved, and that there is a risk of erosion. The survey runs for one month starting 13 August, displayed in a single primary school, during working hours. Formally, everything is available. Practically, this is a model of consultation that always produces the same result: a low turnout, later cited as an absence of objections.
For once, the mechanism worked. The State Inspectorate halted Kumanovo Municipality's 1.6 million euro borrowing after establishing there had been no public hearing before the decision. The mayor says the hearing is coming later. The order is the entire point - a hearing that comes after the decision is not a hearing, it is a notification.
Gostivar, Radovis, Kumanovo, Tetovo, Sveti Nikole, Stip. Seven cases reported in a little over twenty-four hours. There is a habit in reporting news like this - put them in one paragraph, count them, move on to the next topic. That habit is exactly what makes them invisible. The police bulletin shows the system reacting: there are arrests, there are prosecutors notified. What it does not show is what happens once the paperwork is done and the reported person goes home.
A 28-year-old man from Tetovo reported that his grandmother and grandfather had stolen 3.5 million denars from him. Police opened the case as they would for any theft of 57,000 euros, then established the money had never been taken at all. Every false report of that size activates the same machinery as a real one - and while that machinery chases an invented case, someone with a real complaint waits their turn.
The purchase price jumped from 25 to 40 denars after tractors blocked Strumica. If 40 denars was possible on Monday, it was possible the week before too. The only thing that appeared in between was blocked streets - which tells you everything about what actually moves the price.
In June, three out of every four tourists were foreigners, yet the half-year is still down - the drop comes from the domestic market. In Stip, 3,341 places for first-year students, with an enrolment window of just three days for a decision that lasts four years. In Dracevo, the 850 metres of boulevard people have waited fourteen years for finally reached its first layer of asphalt. And for Ilinden, twenty-five people were pardoned - the names were published, the reasons were not.

The landfills are burning for the fourth time this week. The insurance collapsed for the second time since June. The Vodno survey is scheduled for exactly when nobody is around. In all three cases the problem is known, the cause is on record, and the solution sits untouched. What looks like a run of bad luck across the heavier part of the day is really one thing repeated: an institution that knows, and that has no deadline by which it must know anything more.
