The official explanation never changes - high temperatures and dried-out vegetation. That much is true. But dried vegetation does not set itself alight, and a rubbish dump catching fire for the fourth time in one week is not a weather event.

For once, the mechanism worked. The State Inspectorate halted Kumanovo Municipality's 1.6 million euro borrowing after establishing there had been no public hearing before the decision. The police bulletin shows the system reacting: there are arrests, there are prosecutors notified. What it does not show is what happens once the paperwork is done and the reported person goes home.
