Police say one of them had been lighting fires "on multiple occasions". So this is not carelessness, not a tossed cigarette, not glass in the sun. Someone left home intending to set a forest alight in the hottest days of summer, and did it repeatedly while crews, aircraft and volunteers burned through budget and sleepless nights putting it out. That they were caught is good news. That they were only caught once somebody happened to be watching is the part that should bother us.

An assault rifle at four in the morning in Tetovo

The same night, in a Tetovo neighbourhood, a man on a moped stopped outside a family house and emptied a burst into the facade. Six rounds were left on the asphalt. The yard gate, the garden pavilion and a parked car were damaged. Nobody was hit, but that is a matter of luck, not intent - the house was the target, not the air. Police are searching for the perpetrator, which is the standard formulation and is exactly as informative as it sounds. An automatic weapon in a residential neighbourhood at four in the morning is not the impulse of an angry neighbour; it is a message that required a gun, transport, and prior knowledge of where a specific man lives.

An officer hit a handcuffed man, and the charge arrived three months later

The Interior Ministry's internal control unit filed a criminal complaint against one of its own officers who struck a man in handcuffs by the fountain in the City Park. The wording in the bulletin is heavier than any commentary could be: he "used physical force without grounds", in a manner that "degrades human dignity". The system caught itself this time, and that is worth saying. But three months passed between May and now, and a criminal complaint is the start of a process, not its outcome. The real measure will not be that the ministry reported its own man - that has already happened. It will be what the prosecution and the court do with it.

Gostivar has been drinking from bottles for a month, and the bill still arrives on time

In Gostivar the tap water has been undrinkable for a month: over 4,000 reported ill, an epidemic, three people detained. The ombudsman wants residents released from paying for a service they are not receiving; the municipality says it is "under consideration". The minister came, met producers and buyers separately, and expressed willingness. No fixed price was agreed. As long as the pricing rules are announced after the harvest instead of before it, every August will look the same.

Forty degrees, and advice written for people who own air conditioning

The whole country is under an orange alert with temperatures reaching 40 degrees. Gevgelija recorded 34.8, Popova Šapka 19.8 - fifteen degrees apart, in the same country, at the same hour. The official advice to "stay indoors during the hottest part of the day" assumes a home with somewhere to shelter you. For a construction worker, for a market vendor, for anyone without air conditioning, that advice was written for somebody else. A heatwave does not land evenly, and that is the part the statistics leave out every summer.

Skopje pays more for the consequence than for the solution

The city has paid out 46 million denars in compensation to people bitten by dogs, and set aside 30 million to expand the shelter.
