In his evening video address, Volodymyr Zelensky said one sentence worth more than the rest of the address combined: missiles should be protecting people, not sitting in warehouses.
That is the point. Not that there are no missiles. There are. The question is why they sit in storage instead of being in position.
"There are missiles in the world for the Patriot systems, and it is important that partners take that political decision on delivering the necessary packages," Zelensky said. He added that the United States knows what Ukraine needs, as does Europe - anti-ballistic missiles. The phrasing is carefully chosen: he is not asking allies to produce something new, but to move what already exists.
The second half of the request
The other subject he addressed was sanctions - and here he was more specific than usual. Every legal entity and individual helping companies in Russia produce ballistic weaponry, launchers or missiles, or supplying components, must be sanctioned.
"There are still gaps in the jurisdictions of the G7 countries," he said. In other words: three years on, there are still legal routes through which components reach places they should not reach. That is not an oversight. Those are things somebody is keeping open.
On the fuel sector, Zelensky asked for a halt to everything helping Russia rebuild its oil refining capacity.
What sits behind the diplomatic vocabulary
Behind the diplomatic vocabulary sits an entirely practical problem. According to the Ukrainian agency Ukrinform, Ukraine currently has a shortage of missiles for its air defence systems, particularly the PAC-2 and PAC-3 models. Those are the missiles used to intercept ballistic projectiles - the ones flying at cities.
Zelensky has warned before that Russia could increase its production of ballistic missiles precisely because of insufficient sanctions against the Russian military industry. The entire air war comes down to this: one side produces faster than the other manages to intercept.
Reactions and decisions
"Of course, we see how every leader and every country reacts to Russian attacks on Ukraine. But the only strong reaction that actually achieves the goal and helps people is additional support for us," Zelensky said.
That sentence is addressed to many places at once, and the Balkans know the scene very well. The difference between a statement of sympathy and a decision that changes something is the difference between protocol and policy. Press releases are free, fast, and require nobody's signature under risk.
That is why Zelensky is no longer asking for solidarity. He is asking for a signature on a specific package and a specific list of sanctioned entities. Will he get it before the end of summer, or will the request be repeated in the same form next month?
