13 Years Since the Brussels Agreement: Community of Serbian Municipalities Still Not Formed, Vucic Says Kosovo Won't Be Recognized

Thirteen years since the Brussels Agreement was signed. The Community of Serbian Municipalities (CSM) still hasn't been formed. Serbian President Aleksandar Vucic was blunt on the anniversary: "We will not recognize Kosovo."

"We've been listening to lies for 13 years," Vucic added - and for once, it's hard to argue with him. The 2013 Brussels Agreement was supposed to normalize relations between Belgrade and Pristina. The CSM, the key provision for autonomy of Serbian enclaves in Kosovo, was supposed to be established immediately. Thirteen years later - nothing.

This isn't just a Belgrade-Pristina problem. It's a lesson for the entire Balkans: international agreements are worth exactly as much as someone is willing to enforce them. When the EU mediates and then watches for 13 years as one side fails to meet its obligations - what message does that send to Skopje, Tirana, or Sarajevo? That signatures on paper are just photos for the archive.
