For twenty-two days, pumps fed faecal matter into the mains. The result was 4,303 people ill, and then a wait to see whether hepatitis follows, and two weeks later the count reached 4,374 medical visits, with the ban still in force. But the figure that changes the whole picture is not the number of patients. It is that the analyses of river water going into the drinking reservoir have existed since 2020. For six years the document sat there, with no consequence. Meanwhile the town got a new director of its utility company, while the previous one sits in detention, and the argument is about who will sign the report for 2021. The problem was never unknown. It just was not anybody's.
And it is not only Gostivar. On a single day the same sentence landed in Novo Selo, Kicevo and Veles: do not drink the water, and the same story explains why this will keep happening - 90 percent of village water systems have no resources for disinfection. Debar, meanwhile, has water for 40,000 people while 10,000 residents wait on rationing. When one and the same piece of news arrives from six addresses in a single week, it stops being an incident. It is the condition of the network.
A constitutional judge was elected with 64 votes, with a CV in which the dates do not line up. The same week, the best-rated candidate got exactly two votes, and Gerasimovski will head the Court of Appeals. So the rating exists. It simply decides nothing.
The passport case is the same logic in a different room. Borce Markovski crossed the border with every document in order, as a defendant on a five-million-euro bail, while the prime minister says the prosecutor is an accomplice but will not name him. The judge who returned his passport retired three days later and said he feels no responsibility. And the prosecution issued two opposite opinions on the same request. The question "who broke the law" has no answer here, because the answer is: nobody. Every single step was formally correct. The outcome is a man across the border.
Diesel jumped to 98.50 denars on the very day Brent fell to 85.7 dollars. On a Macedonian salary that buys you 503 litres; on a Croatian one, 950. District heating goes up from 1 August, before the season has even started. On the housing market, fifty square metres in Centar now cost 168,000 euros, while the square metre has reached 3,360 euros even as rents fall. The link between the world price and the local bill works perfectly in one direction.
The state runs the same arithmetic. The budget revision passed 64 votes in favour and none against, with the deficit climbing to 4.1 percent, and the government is borrowing from the air-traffic agency, the state lottery and the power grid operator to pay off a Chinese loan - which the press release calls "standard procedure". The word "standard" is carrying the entire sentence.
Seven days of white foam on the Lepenec and the Vardar, and there is no culprit - because formally there is no offence. We know it is a detergent chemical, but not who released it, even though the drone went up on day one. The same pattern repeats with fire: a fire emergency was declared on 31 July, with the plan to be written over the following 24 hours. And with construction: excavation down to the foundations, and 800 residents have not seen a single document.
The institutions are not absent here. All of them turned up - the drone, the fire-fighting aircraft, the crisis staff, the inspectorate. They just all turned up after the thing had already happened. That is not a shortage of capacity. That is a schedule.
BMZ promised 1,000 jobs, fired 89 and is moving the plant to Poland. Debar is getting 47 new social housing units - in the same week that same town is on water rationing. In the pension system, 147 people draw a second-pillar pension of 9,878 denars, and the question hanging over them is what happens if the state takes that money. And how a licence is actually obtained is shown by the dental board-exam case - 65,280 euros, 29,840 francs and 161,500 denars, delivered to people's homes.
The promise and the delivery are not in conflict. They are written for different people: the promise for those who read the announcement, the delivery for those who have to live inside it. That is why none of this required anybody to break a law this week. The system is working exactly as written - and that is the most uncomfortable finding of the seven days.
