Filling the Pit in Kapistec - Four Companies, One Site, One Systemic Lack of Accountability

The Centar municipality has started filling the pit in Kapistec, on "Mitropolit Teodosij Gologanov" street, after the collapse on May 25. The procedure is being conducted under technical guidance from the Faculty of Civil Engineering at UKIM, which has expertly confirmed that a radius of risk exists for the surrounding buildings.

Dean Josif Josifovski stated the reality from day one: "the works were not being carried out and protection had not been put in place according to the existing technical documentation." Translation - the construction site was operating without the supervision of a licensed engineer, and that is a direct violation of the construction law.

Who are the parties? Investors: "Pro Building Company" and "Palma Trade" - both from Tetovo. Contractor: "Konstruksioni-Invest", also Tetovo. Supervisor: "High Construction Group", Gostivar. Four companies, one site, and one scarred street.

Mayor Goran Gerasimovski declared: "There will be no negligent or unsafe construction in Centar. The safety of the citizens remains my top priority." The municipality announced additional measures for the investor and contractor - they must cover all damages from their own resources. That's a clear penalty. The question is whether it will be enforced in practice.

None of this happened because of bad luck. It happened because of a system where one investor can get a permit, another can carry out the work, a third can supposedly supervise - and none of the four are accountable before it starts, only all four after it ends. Even now, with the pit being filled, the permit has not been revoked. Only a request for a new expert assessment was submitted, along with damage recovery. That is not a system reform. That's a patch on one specific construction site.
