The Danube has fallen so low that it is no longer fully navigable exactly where it most needs to be. For Ukraine, which after Russian strikes on its Black Sea ports rerouted grain exports through precisely those river routes, this is not a weather inconvenience - it is a closed door.
June and July brought a record nobody wanted. According to Copernicus data, the average temperature in Western Europe over those two months reached 21.62 degrees, higher than the previous record from 2022, and soil moisture was considerably lower than back then. In Romania the falling river did not only hit navigation - it also cut electricity production.
The numbers that show the real damage
Ukraine's agricultural exports in 2026-2027 could fall by 54 percent, to 29.6 million tonnes. Wheat exports - by 53 percent, to 8.3 million tonnes. By early November there could be around 59 million tonnes of grain sitting in storage, and the shortfall in storage capacity is estimated at around 11 million tonnes. That means grain with physically nowhere to go.
Kyiv is looking for a way out through Romania's Constanța and new rail routes, and has asked the European Commission for 220 million euros to subsidise loans for small and medium farmers. Those are the numbers of a state improvising on the move, because it has no other choice.
What is striking about the whole story is how little it has to do with military strategy. No general staff planned for the drought. The river simply dried up, and in doing so did more to block Ukrainian exports than any convoy. The climate does not pick a side - it only opens and closes doors, and then somebody exploits the situation.
The Danube is not a Ukrainian river. It runs through Serbia, through Romania, through Bulgaria, and when it falls, it falls for all of them at once. Summers that start earlier and last longer are not a forecast for some other continent. Do we really think this will stay a story from somebody else's country forever?
