The State Lottery, twice in one day

The morning began at the Dolno Blace border crossing. At 5:35, Perparim Bajrami walked up on his own and reported for entry into the country, after nineteen months in which nobody published where he had been staying. The international warrant for him was issued back in December 2024. He is the first defendant in the case over abuses at the State Lottery, where the forensic accounting pushed the damage from roughly 8.2 to roughly 9.7 million euros. The Interior Ministry's statement is short and contains not one word about those nineteen months.

The same company showed up in a second story. In Shtip, the prime minister said the independence events cost the Budget and the citizens zero denars. That same day, documents came out showing that the task had been assigned to the State Lottery on 28 April, and two days later the Lottery published a call with a five-working-day deadline. The conditions were so precise that all three descriptions later materialised point by point. A tender notice that describes what is going to happen this exactly is not a call for bids.

Three in four fifteen-year-olds

The day's hardest number did not come from a courtroom. Twenty-six percent of Macedonian fifteen-year-olds reach Level 2 in reading - the minimum PISA defines as functional literacy. The OECD average is 69 percent. In mathematics it is 32 against 65, in science 36 against 74. At the top the picture is sharper still: not a single student in the country reached Level 5 or 6 in science, where the OECD average is 7 percent.

Level 2 is not a high bar. It is the ability to read a contract, a medicine leaflet or an electricity bill. The minister says these are the results of previous reforms and that hers will show in ten years - which answers the question of who is to blame, not the question of what is being done now.

Electricity, winter and the methodology

On the heating season ahead, the prime minister packed five qualifiers into a single sentence: we are making a methodology, to try, if nothing else, at least to keep the same price, and why not try to make it cheaper too. None of that is untrue. The government really is preparing a new methodology. But it was not said when it will be ready, what exactly changes in it, or under what conditions the price would fall. A statement phrased so that it cannot be broken works as a promise only until the bill arrives.

The same sector also produced signed numbers today. Financial close for the Shtip Wind Park is done - over 115 million euros in senior debt from the EBRD, IFC and Erste, for a first phase of 131.25 megawatts and a total investment of 180 million. The difference between this story and most energy announcements is that the money is secured, not announced.

A vote taken blind, and a river guarded by anglers

The City of Skopje Council dismissed the school board of the Panche Arsovski high school on an enforceable ruling from the education inspectorate, without the councillors ever seeing the report that lists the violations. Legally, the Council genuinely has no power to review the ruling. But that leaves the question nobody answered: what is the point of a vote where the body voting knows in advance there is only one permitted outcome, and where the evidence was never handed over.

Same pattern, smaller format: a man dumped bags of rubbish into the Radika from the bridge at Kosovrasti, and the footage was taken by anglers. The river is guarded by whoever happened to be standing there with a phone. And the fire below Shar Planina shows the same thing from the other end - the man who was clearing a yard by burning has been detained, the chain kicked in after half a hillside had burned. Every step works except the one before the damage.

Prices, a lake, and a stadium at three in the morning

Overnight-stay prices are 7.1 percent higher than last year, and the hospitality average hides which line item actually hurts. Lake Prespa stands 53 centimetres higher than last year, but the drought arrived earlier - one good season does not change the trend. And after the concert, a night shift with brooms around the stadium: the second bill for every spectacle never makes it into any press release.

Abroad: Hormuz, the Caribbean and one coffin in Oslo

In the Strait of Hormuz, both Tehran and Washington are claiming wins - Iran says it hit a dozen ships, the US says it destroyed five Iranian tankers and that its own vessel is untouched. A fifth of the world's oil passes through that strait, and there is no independent source doing the counting. In the Caribbean the number is different in kind: more than 220 dead since September 2025, three new victims, not one name and not one piece of evidence before a judge.

In Kyiv, according to a Ukrainian MP, the envoys arrived with stricter terms than ever - when someone asks for changes to another country's constitution, the conversation is no longer only about territory. And in Oslo, a funeral gathered eleven royal houses and Zelensky into the same procession. A country of five and a half million assembled in one day the leaders who have not met in weeks.

In the region, Vucic dissolved the parliament and called elections for 25 October, wrapping the reason in global instability. At the same time Germany shut the door on Serbia after the state send-off for Ratko Mladic - and the only party that found understanding for Belgrade is precisely the one that opposes EU enlargement.

And finally, the sport

The evening brings something lighter too. Vardar return to the Champions League after five years, in Kassel against Melsungen, though without Mitrovikj for the first four games. And Miovski came off the bench and won it for Rangers with a lob in 90+1, while back home the Macedonian Cup has already lost Ohrid and Shkupi.

The heavier part of the day has a shared shape: an institution that exists, a procedure that was followed, and nobody answering the question of why the outcome looks like this. An indictment for 9.7 million, a tender written to measure, a vote without the report, and a test where zero students reached the top - all of it passed through orderly procedure.
