An officer who tried to stop a truck carrying smuggled goods ended up dragged down the road, eight kilometres from Skopje. The key detail is not the assault, but the vehicle that turned up behind it. The second vehicle is not the panic of a driver caught in the act, it is logistics - someone was following, someone was waiting, someone came to pull the cargo out when things went wrong. The Interior Ministry announced only that "measures are being taken to clear up the case", a sentence we have been reading for months. When smugglers are bold enough to attack a uniformed officer eight kilometres from the capital, that tells you how much they fear consequences.
The public consultation closed today on a plan that would clear forest at Barutana to make room for dozens of new houses. A petition gathered more than 1,500 signatures, but the plan was voted through without an opinion from the Directorate for Protection and Rescue - the institution's silence was read as consent, on erosion-prone ground above a city of half a million people. The head of the Centar municipal council offered the name of the locality itself as proof the terrain is stable. A toponym as geological expertise. Vodno was forested precisely so the water would not come down on the city, and people were moved out of two villages so that forest could exist.
The independence celebration was supposed to cost "zero denars". We now know roughly 5.5 million euros went into it, five million of that from the undistributed profit of the State Lottery. The public call ran for five working days and drew exactly one bid, and three days after it closed the government announced a David Guetta performance - an act that takes months to book, not days. For comparison, the celebration of NATO membership was held in 15 cities, cost 240,000 euros, and every document was published. The gap in the sums is a political decision. The gap in published paperwork is something else.
The government cut VAT on fuel from 18 to 10 percent, for exactly fourteen days. Diesel drops by around two denars, while petrol rises by about three and a half - both are true at the same time, because VAT is only one line in the price. The weakest point is the deadline: two weeks are enough to survive the shock, not enough for companies to move their calculations. The real test is not 15 September, it is the 29th, when the reduced rate expires.
The "Safe City" system in the Povardarie region logged 151 fines in a day and a half, and the minister was pleased with the number. The same day, the family of the missing Ljupcho wrote that they are the only ones searching and the only ones gathering information - and asked why he is not even on the Interior Ministry's list. The cameras can count an offence every few minutes, but nobody will say whether anyone reviewed the footage for a man missing for a month. At Bogorodica the wait to enter your own country runs to four hours, every weekend, with no information on how long it will last. The counter works where the revenue is.
Student dormitories were promised 85.5 million euros, while two dorms took seven years - and the state paid 120,000 euros purely because the money sat unused in an account. In Bulgaria a second ammunition depot burned within a month, despite seven state inspections a year. And in Ukraine Kushner said from a podium in Kyiv that everything else is agreed except Donbas - a sentence the Balkans knows in several languages.
